I could see it being a combination of all of the above, in addition to the fact that by that point in the story Caitlyn had already committed a number of horrific crimes herself against the people of Zaun while in the process of trying to subdue Jinx.

Caitlyn's a lot of things, but a hypocrite isn't one of them.
